No, it’s not. A monopoly is a market situation in which a single entity controls the supply of a product or service. A government can be a monopolist. For instance in many countries the government owns the railway company.
You’re describing regulation. That’s a whole different topic.
A monopoly is not when a technology is more popular than another technology.

What else can the EU do? They can’t force an American company to follow EU regulation outside of the EU.

They don’t care about individual downloaders that much here and I genuinely don’t use it that much.
In my country torrent sites are blocked, so I use a search plugin for qBittorrent to find Linux ISOs. I don’t quite remember which one I use or how I installed, but it was quite simple. Google is your friend.
